Tom Starrs is Vice President for government and public affairs at EDP Renewables, North America. He oversees policy analysis and policy advocacy, PAC management, trade association and NGO engagement, marketing, and corporate communications. Tom has nearly 30 years of experience in renewable energy, including senior management positions with SunPower Corporation, Iberdrola Renewables (now Avangrid), PPM Energy, the Bonneville Environmental Foundation, and RWE Schott Solar. Tom is widely recognized as a leading strategist on renewable energy market development, business strategy, and public policy. He serves on the board of directors of the Center for Energy Efficiency and Renewable Technologies, the Center for Resource Solutions, the Interstate Renewable Energy Council, and the Solar Energy Industries Association. Tom holds a Ph.D. from the Energy and Resources Program at the University of California, Berkeley; and a J.D. from the School of Law at the University of California, Berkeley. When he’s not traveling for EDP, he splits his time between Vashon Island, Washington and Portland, Oregon.
